Customization support for other groups

Need to be able to swap in background image.  Need to able to rename 
bubbles.  Need to be able to reposition what "X" means for each officer.  
Ick.  Or just add a Priory mode, and forget the user-defined stuff.

Big work item.

(1) background image - just need to dynamically resize the main form.  Provide 
an 
edit mode to swap.

(2) rename bubbles, reposition.  Provide an edit mode that displays all 
bubbles, and 
let people drag them around... and right-click to rename.

(3) allow simulations to be added/changed/deleted in the program itself

(4) save/load templates with all this information.  keep directory to store all 
template information.

(5) keep a cfg file that stores the default template

Splitting into 2 issues.  This one will cover customization support for other 
groups:

- swap in a different background
- ability to rename/position bubbles
- ability to change what X means
