Caution & Notices:

not all tags need i18n. Usually, tags related to programming (and even techniques) are English only.
- need a list to maintain all tags without i18n, so that if we decide to give an i18n translation, we can quickly find it
Folders defined i18n tags needs to have their folder name exactly the same as the English name
- so that we don't need to remember the folder name, tag name is folder name
- e.g.: Anime (动漫) use Anime instead of anime as the folder name
