Uruguay is still a city-state #60

In addition, when there is a Uruguay city-state spawned, after clicking on it, its name becomes “Montevideo” in diplomacy panel.

Yes, Uruguay is still a CS, but I want to make it a proper civ. We just dont have enough ideas for it to have, I mean, I don't want another El Salvador (which uniques are kind of forced and not really accurate in the timeline).

So yes, someday when I can do a indept research it will be added.

Ah yes, that's because the city is called Montevideo, the irl capital, and the name of the CS is Uruguay. Normal CS Have the same name as their city.

Maybe you can create icons for them before making them playable nations? I have a mod for city-state icons, because icons distinguish them better: https://github.com/GrimPixel/Unciv-City-State-Icons

That looks pretty nice! Although I would go with a mixed approach, half modern half historical. I would change the leader, but the rest looks fine to me.

Research Labs are too late game to be a good replacement, so if we could find a replacement earlier, it would be better. Either that, or the Unique Ability has something that's useful all through the game.

The Mate Plantation is very good, although unfortunately we can't replace Forts, so it'll be an independent unique, but that's fine.

Yeah, it has that, but it doesn't actually work :p When inside a game, you can still build a Fort. I should remove that part as its useless.

Yes, I could do that. I think if I make the personality of the AI to not ever build forts, although human players could still make them, or give workers a unique promotion so they can't build them.

I'll figure it out and add it later.

Yeah, I think we are going with Jose Batlle, is better to have more of a historical figure than a modern one.

The rest looks pretty goof. I don't think +1 Science in Coast tiles is OP, as Coast tiles aren't as beneficial to work than land tiles. Most of the time you only work resource coast tiles, and if you work empty water tiles, is better to work an Specialist than the water.

About the icons, don't worry, I can make them.
