more joystick support through rules

I wanted to add a winesync rule, but it doesnt matter the number I put before it. It always stays 600, not readable by user or groups.

Hey, winesync has been dropped from our side, due not supported anymore by proton-cachyos.

The joystick rules from fabi we can add to the cachyos-gaming-meta pkg, I dont think we need it here.
