Users without permissions to devices/graphs/trees should have limited view on the console as well #3095

Users that have no or limited permissions to view any device, graph, tree, template should only be able to view the devices/graphs/templates which they have access to.

Basically this would enable the creation of an admin users on a shared Cacti instance to manage their own devices.

Right now, users which have access to the console are displayed with all devices/graphs/tempaltes ....

@thurban, so you are speaking specifically of Management > Devices, and Management > Graphs?
