Allow ability to download report instead of sending by Email

In the current reporting module of cacti, you can create a report and have it sent by email however, there is no way to download this report to a PDF or other format

This would be useful for large reports that may have a hard time going through email

I reviewed the code and can do the following:

• Allow Reports to be created as PDF Reports
• Store Reports locally
• Send PDF files using email
• Keep a history of events (new tab?)

The feature will be added to Cacti 1.3 only.
