Saving a Tree can cause the tree to become unpublished #5731

Describe the bug

When you 'Edit' the Tree, change the sort order and press Save, the Tree is unpublished.

To Reproduce

See the above statement.

Expected behavior

The tree should not be unpublished automatically like this.
