Cacti issue #2511 -- add note about problem with SQL strict modes #56

MariaDB version 10.2.2+(maybe MySQL too) has enabled strict mode that can cause problem with import mysqldump from Cacti 1.1.x. Problem is with ROW_FORMAT=FIXED on table poller_output_boost.

Note is about strinc modes and how to solve it.
