Not clear description "Downed Device Detection" #71

Describe the bug

'Downed Device Detection' - and option in list doesn't clearly describe the behave of cacti when one or two tests gets 0 or 1 result.

To Reproduce

Go to host setting and see:

We've 2 options. SNMP or TCP Ping SNMP and TCP Ping

I don't know the source code and I need to set this up. I don't know if the test is 'check if it is online' or 'check if it is down'. So in result I don't know what option to choose.

@TheWitness I don't think this is a documentation issue is it?

I've updated the documentation here. I guess if we wish to modify the tooltip help, we need a Cacti bug to enhance that.

But look at UI - there is unclear situation there at first look.
