If we use the EEPROM blocking hiding feature we cannot access the blocks until reset so it is necessary in this case. It is not safe in flash I guess. But EEPROM without any protections is not safe too.
We don't have a clear idea yet how to protect the EEPROM. We have some ideas such as MPU, EEPROM block hiding, EEPROM password locking. We need to test those hardware features to pick the suitable one.
Is copying keys to flash secure and necessary?
