Per-stream %COUNT%ers #177

Resetting specific %COUNT% variables on the start of each stream.

For this, I think having it noticed via a tag of some sort (%count|perStream% is probably the most logical in my opinion.) Because then you could have a total amount of !death's as well as a per-stream !death count in the same command.
