!config should be able to return the current setting

It may be useful to run certain commands like !config spam emojis and see what it is currently set to.

For example:

[2Cubed] !config spam emoji
[CactusBot] Maximum emoji allowed: 4

as opposed to the current response:

[Innectic] !config spam emoji
[CactusBot] Not enough arguments. <value>
