fortiManager consolidated rules - support decision #1212

find out diff between consolidated and non-consolidated

/pm/config/global/pkg/myglobpkg/global/header/consolidated/policy

# /pm/config/global/pkg/myglobpkg/global/header/policy
# consolidated seems to be a combined av/dlp/.../access rule
# need to find out which version we need --> look at customer configs

unable to create consolidated rules - so for the time-being we just go with the standard (non-consolidated) rules
assuming this is a consolidation of ipv4 & ipv6 rules in a single policy
will revisit this again when we encounter it in the wild ;-)
