recertification report - sporadic display of old (inactive) network objects in rules #2241

during development and testing sometime a test machine produces recert reports which have duplicate src or destination objects. These are older versions (different obj_id) of the same objects. Could not reliably reproduce or find the root cause yet. @abarz722 think you had the same phenomenon?

This might be a more serious issue than first expected as it may slow down report generation. It looks like this occurs more often but just does not get displayed in the report.

interestingly on a system that was affected the effect went away after re-logging in (JWT timeout).
