network/compliance matrix enhancements

The following changes should be applied to the network matrix:

• [ ] give option to create internet zone with all public IPs
• [ ] give option to create unused internet zone with all public IPs that are not in other zones
• [ ] give option to create rest zone with all IPs that are not in other zones
• [ ] give option to enforce all standard (not above) zones to be disjoined (show non-disjoined zones when switching on)
• [ ] zone names should be unique
• [ ] unify modelling Network areas and top level zones

1. regarding the second option: by "unused" you mean that this zone should contain "public IPs" - "IPs used in any zone" and this should be calculated dynamically, right?
2. regarding second option - this should also be calculated dynamically every time there is a change to any zone's IP addresses?
