DB: changes for app-list, rule owner, app owner, rule-app mapping

• a rule may have multiple owners
• a rule may belong to multiple apps
• an app-owner is an ldap DN pointing to either a group or a single user
• also take into consideration tenant ip network settings (see new Tufin approach) for recertification
