Added DXF Codec #25

@justbuchanan If DXF is something you are interested in, please feel free to review. Otherwise I'll merge it early next week. I need DXF export for another project, so that's what is driving this PR.

I don't have a use for DXF at the moment, but I took a quick look over the PR and it looks good to me :+1: .
