Building For Other Architectures #9

I think this Dockerfile (at least the contents) may be of interest to us for building for other platforms. It was mentioned in this discussion. @fpq473

Thanks to @jeremiahrose we now have a local-build.sh script to cover this case. I have written a wiki page on building and uploading wheels from this repo, and also doing local ARM builds and uploading them.
