Bad resource image causes 500 #1763

Steps to reproduce the error

  1. Create empty image file (touch foo.gif)
  2. Navigate to project resource creation view (https://platform-staging.cadasta.org/organizations/anthonys-qa19-test-org1/projects/qa19-project/resources/add/new/)
  3. Upload bad gif

Actual behavior

500 error https://opbeat.com/cadasta/platform-staging/errors/163/

Expected behavior

Error stating image could not be used. Image not saved.
