Removes ability to attach existing resources

We agreed to deactivate the functionality for performance reasons

Removes the ability to attach existing resources from templates
Removes HasUnattachedResourcesMixin as it is now no longer needed
Deactivates the functional tests in CI – they are now broken, fixing them would be to cumbersome
