Custom Attributes not being handled on location update or new location #201

When a location is created or the attributes are updated they are not being updated on the server.

In looking at the code in add_new_locations in step_project_update03.py it looks like there isn't anything to handle the custom attributes.

We didn't handle this, I think it was not clear on requirement. I don't think this count as a bug, this will be a new feature.
