MSI Setup: Check for .NET Framework Version 2.0 #34

.NET Framework Version 2.0 is indispensable for our Net Profiles mod to run. 
The setup should check if this precondition is fulfilled. Otherwise it should 
not be possible to install Net Profiles mod.
