ci: use Hugo 0.111.3 for Deploy to Github Pages action #21

Using the latest version of Hugo is breaking this github actions workflow. Swapping this over to 0.111.3 (which is in line with the update theme workflow) ensures this functions correctly.

The problem with the deploy workflow wasn't the Hugo version as I thought but the permission of GitHub Action. It should now be fixed with https://github.com/CaiJimmy/hugo-theme-stack-starter/commit/11da5cc8a961ad23e841a68f9672e2386dc22f4a
