Clause 3.2 ("locale")

Comment: the terminology entry is already defined in ISO 19160-1:2015. Since all entries from 19160-1:2015 are already accessed and applied in this document, TMG believes this definition can be deleted

Proposal: either delete the entry as it already is defined in 19160-1:2015 or revise the source of the entry to be ISO 19160-1:2015
