We're going to take approach 1 as discussed in the kickoff meeting.
There are two systems that are not yet "expanded" into the languages they cover:

to indicate that a system works with multiple languages. We have normalized all codes to multiple individual languages as possible, except for the three systems (ALA-LA Non-Slavic, ICAO MRTD and ISO 9) where they still have mul

Options:
Consider that system as multiple transcription systems. One transcription system works on one language, one source script and one target script.
Allow a transcription system to work on multiple languages, multiple source scripts but one target script.
