We're going to treat the last part of the system code as simply the "system identifier". This is an arbitrary identification string, such as:

• ISO/DIN: {iso/din}-{...}-{docid-and-part}
• UN: un-{...}-{version}
• ALA-LC: both alalc-jav-java-latn-1997 alalc-jav-arab-latn-jp-2012 represent different systems, so the latter one has system identifier as jp-2012.
