Define codes for academic systems

Some script conversion systems grew out of academic practice and does not necessarily have an authority. Currently they are listed under the historic authority, but maybe there should be a proper resolution.

They are:

• historic-ara-arab-latn-2002: Arabic Tim Buckwalter System (2002)
• historic-kur-arab-latn-1931: Kurdish J.C. Edmonds Romanization System (1931)
• historic-zho-hani-latn-1979: Chinese Wade-Giles 1979 System
• historic-urd-arab-latn-1872: Arabic Hunterian System
