Submit CD draft to WG 3

The document has to be submitted in Word DOCX form to Peeter.

Due to some recent issues in Metanorma-ISO, please post-process the Word file after generation:

1. In the "Warning for WDs and CDs" text, click on "Styles" and change to "Normal". Then change the font size to 13 and bold this text.

2. In the "Foreword" section title, click on "Styles" and change to "Normal". Then change the font size to 13 and bold this text.

3. Replace the "copyright statement" section by copy/pasting from the attached DOCX file:

4. Right click on the TOC and "Update table".

5. Done!

I try to use the convention of v{stage-code}.{substage-code}.{date} for the tag, and then upload the zipped archive (build it with make published) as release notes. Thanks!
