Expand mailing page to sign up page #33

People have been asking how to sign up for the club recently, so Kylan thought it would be a good idea to add a blurb to our website describing how to do so. I think this would best fit under the mailing list tab, and we could even expand it to be more of a "how do I join?" tab.
