I checked this bug using the following steps:

When I checked the debug.log file of my WordPress test site I did not see any PHP errors.
So according to my testing & findings, I think this is a bug as the warning "Not a phone number" was still there even after entering the correct phone number.

What Is The Unexpected Behaviour?
When entering at phone number in IE (version 11) I get en error message telling that the number is to short no matter how long it is. Field type is: "Phone Number (Better)".
