Yes

What Is The Unexpected Behaviour?

With REST API keys in PayPal Pro, on submit, the following error is being received: "There Was An Error With Your Card Or Billing Information"

No PHP errors reported

A quick workaround is switch to PayPal Classic (SOAP) API Credentials
