Using phovea-generator 4.0.1-SNAPSHOT.

Update npm dependencies
Update some template files
Move fsevent to optionalDepdencies (otherwise the build does not work on Linux/Windows)
Use github links for phovea dependencies (because the TypeScript 3 dependencies are not released yet)
Fix tslint errors
