Switch D3 import to d3v3

Summary of changes

• change all d3 imports (not only d3 but also d3-*) to d3v7 if it is compatible with v7, otherwise d3v3. I.e. we migrated tdp_core such that is is "package" scoped, i.e. clue is only using d3v3, whereas vis is only using d3v7.
• remove all app specific d3 dependencies in package.json (use only the two aliases coming from tdp_core)
• updating the jest config might also be necessary by adding the following instrcutions to the pluginsToTransform array: 'd3-*', 'internmap', 'delaunator', 'robust-predicates' as seen here.

The build is currently failing, because I did not switch the dependency to the tdp_core branch. Once tdp_core is merged, please rerun the CircleCI build.
