Deploy custom bill calc for Santa Monica #11

Purpose:

  1. See how long it takes to do a custom deployment.
  2. Useful marketing tool as SMC's data is open and serves as our sandbox

Note the current version needs to remove the water budget language since they don't have water budget based rates. Looking at this sentence:

"Billed amounts may vary based on actual water usage, actual evapotranspiration rates, any changes in household size or irrigable area, and/or days in the billing cycle."

It might be useful for SMC to deploy a "what if" bill calculator showing what it would look like if the city had budget based rates
