Join with shapefiles #6

We should join the OWRS utilities with their shapes so we can map them. Issue #5 will take care of some of this, but not all of the OWRS utilities are in the supplier report so the remaining utilities will need to be joined with table agency_polygons_for_survey_2017 using the utility_id key.

After merging with polygons, there are several next steps. In no particular order:

Spatial join with ACS data (issue #7)
- Median income for each supplier is most interesting
- Education
- Others, e.g. demographics
Make a Carto map (we can give you access to our Carto account)
- Type of rate structure
- Water bill as proportion of median income
- Number of tiers in rates
- Proportion fixed revenue
- Etc.
