After #5 we can derive efficiency like this and then see if any attributes of the rates (total price, number of tiers, water budgets) correlate with higher efficiency.

Series of scatter plots:
X axis price at 15 ccf and other typical household parameters if water budget; Y axis is the amount over / under the efficiency target (also use water budget / goal)
.... other specific usage amounts
X axis price at typical water usage dynamically set by actual R-GPCD; same Y axis
.... other specific percentages of actual R-GPCD i.e. 50%, 150% etc; same Y axis
