Add "Create an Account" Functionality #181

Background on the problem the feature will solve/improved user experience

Create an Account (per the Roadmap from our Design Thinking session):

Describe the solution you'd like

  1. Enter personal data to retain registration status, location, etc to create a voter journey roadmap
  2. Receive notifications about Registration deadlines with Voter location for early and day of election
  3. Be able to interact with other account users and share voting experience(timeline, etc)
  4. Personalize Account preferences and be able to select candidates to receive new updates/ background information
  5. Be able to select language/location

Description of the development tasks needed to complete this issue, including tests,

Acceptance Criteria

Standards we believe this issue must reach to be considered complete and ready for a pull request. E.g precisely all the user should be able to do with this update, performance requirements, security requirements, etc as appropriate.
