Background on the problem the feature will solve/improved user experience

I dont know much about voter turnout or why my vote matters.

Describe the solution you'd like

A "Why Vote" Page that demonstrates the history and current state of voting to both educate and empower users to vote- even those under 18.

Tasks

-Add statistics on Voter Turnout -Encourage pre-registration as an option as when people turn 18 -Add Information on history of voting like a timeline to show the evolution of voting rights

Acceptance Criteria

Standards we believe this issue must reach to be considered complete and ready for a pull request. E.g precisely all the user should be able to do with this update, performance requirements, security requirements, etc as appropriate.
