Background on the problem the feature will solve/improved user experience

I'd like to provide additional resources available to Los Angeles voters who are looking to get out and vote.

Describe the solution you'd like

Hotlinks and information specific to LA County that can be featured on 5/5 voter under the Voter Support Tab.

Acceptance Criteria

LA County voters should be able to find local resources for them to cast their votes.

City of Los Angeles Resources

This information should go after "Each voter’s journey is different. Five Fifths Voter can put you on the right path to reclaiming voter confidence. Please visit our support channels to help guide you." The titles should be clickable and link to the above addresses, the same as the other resources listed on the page.

Put the heading City of Los Angeles Resources after "Each voter’s journey is different. Five Fifths Voter can put you on the right path to reclaiming voter confidence." The links that follow are LA specific and should have that distinction.

I have added the string to the the translation json as follows:

  "voterJourneyLAResources": "City of Los Angeles Resources"

@davidnixon, can you please add to the en.json file and update the code so it shows on the page? It will come back in the translation file that we are just sending out.
