Midterm 2022 updates.

Users will land on journey page
registration page detects user location and show diff info based on that
remove banner on journey page
change nav to make it usable on a phone
Show registration deadline for all states
Provide a checkbox so user can skip registration page in future visits
User locale is remembered - i.e. if they switch to Spanish and they come back to page later, the site remembers they want Spanish
