Fix midterm dates

What did you do?

Fix "invalid date" found by @GeraldMit. There are more items in #357 s this only fixes that one basic issue.

Also, reformatted hours as partial fix for #359 . More work could be done there.

Original midterm design in #346 calls for a different landing page depending on the date. Many places are past the date to register so they should land on request absentee ballot. After absentee ballot dat is past, user will land on get informed.

@GeraldMit There is still work to do on those. I just got rid of the "invalid date" but your ideas calls for bigger changes which I think are important since some of those midterm dats are starting to pass. Like the reg date in GA is now past so that pages now says something like "registration date was 10 days ago" which is not all that helpful.

Ditto on the hours thing. I just transformed to a list but the original idea calls for more.
