Deploy to code engine

What did you do?

Used the pattern (mostly) from the vNext branch to configure the main branch for code engine.

Why did you do it?

Cloud Foundry is deprecated.

How have you tested it?

Local docker and by deploying manually to code engine. https://fivefifthsvoter.g2dcjzgrb62.us-south.codeengine.appdomain.cloud/#/
