Phone layout issues #376

From Chris:

I was looking at our site from my android phone and noticed some anomalies. Overlapping text/images on a couple pages. The Voter Journey button on Our Mission doesn't do anything. And when I tracked the progress of my absentee ballot it took me to that 404 page. Maybe that's reasonable given that I don't have an absentee ballot to track at present?
