Correct readme instructions to get credentials from App ID #65

The readme file needs correct directions on how to get the credentials. https://github.com/Call-for-Code-for-Racial-Justice/Open-Sentencing-UI#configure-the-application

Describe the solution you'd like

The developer should get the credentials from the application -> SPA option and not from the main credentials page.
