Add prosecutor/judge info to interactive dashboard/data

Describe the solution you'd like

Users (PDs/public) could see results of sentencing by prosecutor/judge to highlight bias/track over time and include in discourse. Adds transparency to decision making. Include fines/sentence length for comparison. (Lot to tackle)
