Investigate MeasuresForJustice as data source #20

Research the possibility of coordinating with https://measuresforjustice.org/ about possible data sources? They don't have current data on their website. Newest seems to be 2017.

I would be actually interested in helping with this project, but replies to my post from 5 months ago tells me the project is not very active. I also was unable to set up a test and development environment without an ibm.com email address.

@RPoleshuck I'm happy to investigate this a bit more. I know that you also listed some other resources we may be able to tap into for data. It's on my list and I'll drop any feedback here as I get information.
