Created GitHub actions to

1. Install dependencies
2. Added test step

Created a test file <taketwo-webapi/test/test_webui.py> to write a test case to test the connection between FastAPI and DB.

Why did you do it?

To contribute to issue#21

1. Tested the github action on my local machine using nektos/act.
2. Github action passed when I push my code to forked repo on the github
