146 privacy notice #152

Branched from the home route branch. Implements the display of the privacy notice modal.

Deleting state from chrome devtools Application tab -> Local Storage will allow you re-show the modal to test different behaviors.

Fixes #146

I'm going to close this pull request and recreate without the changes to the "build" directory.
