  1. Citizens are able to share opinions so they can influence policy decisions before they are finalized.

What is your proposed solution? People are sharing their opinions with whom? Are we sharing opinions with elected leaders? activists? advocates of those who are impacted? or does this mean share with your Facebook, Instagram and LinkedIn friends?

What is the impact of your solution Clarification on what "share opinion" means, to whom the opinion will be sent to.
