Verification Engine to change "Percent Verified" field in Recommendation Table #62

This is needed so that once a farmer's reputation percentage is 100 due to task completions, reputation tokens will be assigned to the farmer

phone app to send a confirmation that a task has been verified to be completed, web application then updates recommendation table value for the given task
